Ko Lipe is located right next to 3 bigger islands: Ko Adang, Ko Kra and Ko Hai which form the Tarutao Marine National Park (Ko Lipe is not part of it though).
In high season (November to May) there are 5 locations from which you can take a ferry or speedboat to Ko Lipe: Pak Bara, Langkawi, Phi Phi, Ko Lanta, and Trang.

Wikitravel Wikitravel says:

Ko Lipe is outside of the Tarutao National Park jurisdiction, and as such is exempt from the laws and legislation that protects the rest of the national park. The island is also home to a resident population of Chao Ley, or Sea Gypsies which live in small villages, predominantly around the far east side of the island near Sunlight Beach.
The name Ko Lipe means “Paper Island” in the local Chao Ley language.

Koh Lipe (Thai: เกาะหลีเป๊ะ) is an island in the Adang-Rawi Archipelago in the Satun Province of Thailand. Koh Lipe is a tiny island in the Andaman Sea located 70 km off the southwest coast of Thailand near the Malaysian border. There are three nearby islands surrounding Ko Lipe: Ko Adang, Ko Kra and Ko Hai. Ko Lipe is 2 km south of the larger island Ko Adang. It lies just outside the protection of the Tarutao Marine National Park. It was settled by a band of sea gipsies originally from Malaysia, known as the 'Chao Lei' people or also known as Urak Lawoi. This island has three main beaches: Sunset beach, Sunrise beach and Pattaya beach. Accommodation from grass huts to air-conditioned bungalows can be found on these beaches. There is just one road on the island which connects Sunrise beach to Pattaya beach so travellers must walk around the rest of the island using well-worn tracks, although it is possible to walk around the entire island in little over an hour. ... read more
